In addition to procuring goods & services from County & NYS purchase contracts, competitive bids are required for the purchase of materials or equipment in excess of $10,000. The threshold for public works or building contracts (labor & material) is $30,000. Bids are advertised in the Press-Sun Bulletin in the legal ads.
Bids are typically advertised EIGHT (8) business days prior to the bid opening. The bid advertisement contains information as to the nature of the bid, due date & time, and where to obtain bid documents.

LEAD SERVICE LINE REPLACEMENT
Work of the prime Contract comprises the project for replacement of lead services located at numerous addresses within the City of Binghamton. Actual locations will be selected by the City Engineer and identified during construction. Plans and specifications may be examined at the following locations:

Electronic copies of Bidding Documents must be obtained from Dataflow, 19 South Washington Street, Binghamton, NY 13903, www.godataflow.com, (607) 772-2001, which will act as the Issuing Office, upon submission of a check or money order for a non-refundable amount of $50, made payable to the City of Binghamton.
Prospective bidders must register as a plan holder and obtain copies of the Bidding Documents from Dataflow in order to submit a bid. The Bidding Documents are available on Dataflow’s website for viewing purposes only. Direct all questions regarding distribution of Bidding Documents to Dataflow.
No proposal will be considered unless it is accompanied by a notarized bid guaranty, which shall not be less than ten percent (10%) of the amount bid for the total work contemplated to be done. At the option of the bidder, the guaranty may be a certified check, bank draft, negotiable U.S. Government bonds (at par value), or a bid bond approved by the Corporation Counsel. Certified check or bank draft must be payable to the order of the City of Binghamton. Cash deposits will not be accepted. The bid guaranty shall insure the execution of the agreement and the furnishing of the surety bond or bonds by the successful bidder, all as required by the Contract Documents. There is a 30% participation requirement for WBE and/or MBE for this project. The participation requirement is 15% WBE and 15% MBE participation.
Pre-bid Conference: The City has scheduled a pre-bid conference in order to review all of the specific requirements of this contract. Attendance at the pre-bid conference is recommended but is optional. The pre-bid conference is scheduled for Tuesday, March 31st, 2020 at 10:00 a.m. in the Department of Public Works conference room on the 3rd floor of City Hall, located 38 Hawley Street, Binghamton, NY 13903.
The City reserves the right to reject any and all bids and to award the contract in the best interests of the City of Binghamton, NY.
Invitation to apply for the City of Binghamton’s Clean Energy Community Grant Program (CEC-CGP), made possible by funding from the New York State Energy Research and Development Authority (NYSERDA). The CEC-CGP was created to help homeowners pursue clean energy projects that will contribute to the City’s initiatives to improve the environment by using less energy and creating clean energy production opportunities. The CEC-CGP will reimburse applicant for 50% of the total project cost up to $5,000.
