The sub-recipient seeks Federal funding to acquire and demolish the properties. The subject properties are located within the preliminary FEMA 100-year floodplain and have been subject to frequent flooding. The properties will be acquired and demolished to ground level, existing basements filled in, topsoil placed over the sites and the sites seeded initially. Trees will be planted annually as part of the City’s planting program. The parcels will be deed restricted in perpetuity. Federal Executive Orders 11988, Floodplain Management, and 11990, Protection of Wetlands, require federal agencies to review proposed actions in floodplains and/or wetlands and explore practicable alternatives to avoid, minimize or mitigate potential impacts. FEMA has determined that the proposed alternative is the most practicable alternative. FEMA has also determined that investment of funds to reduce flood risk is in the public interest. The public is invited to provide comments about these projects.
